现任建邦基金董事长、总裁，兼任河北省企业融资服务协会监事长，河北冀商股权投资基金管理有限公司高级合伙人，河北战略研究会副秘书长、天津海河文化基金会副秘书长等职务。罗凤燕女士，山东矿业学院会计学专业毕业，高级会计师、中国企业联合会英国剑桥大学培训财务总监认证资格、北京大学PE私募股权研修班毕业。曾就职央企山东肥城矿业集团、上市公司河北宝硕股份有限公司、欧洲荷兰外资企业山东日照威而德园林机械制造公司等世界500 强知名公司并担任高管工作。2008年后长期从事股权投资的研究和管理。

  罗凤燕女士对国家财经、税收、金融等领域有敏锐的观察力和判断分析能力，在私募股权基金投融资运作、财务杠杆效应、上市安排、项目融资、国际国内资本对接等领域积累了丰富的经验，自2008年后从事专业股权投资基金，早期从事信托型基金、房地产基金业绩显著，近年开创河北省上市公司定向增发基金、新三板投资基金，管理业绩主要是京津三溪塘文化创意信托基金，华夏颐园信托基金，北京中民源收益权投资基金，河北国隆项目基金，唐山浩友凤凰城地产基金等单一项目基金。累计主动管理达12亿人民币。
